Dubai's position as a re-export hub means many shipments originating or transiting through the UAE move onward to the United States — and in 2026, the regulatory environment on this lane has become more complex than at any point in recent years.

As of January 2026, the US announced 25% tariffs on countries maintaining significant trade with Iran. Because Iran is among the UAE's largest trading partners, UAE-based re-exporters face increased scrutiny. Goods with any Iran-origin components or transiting through Iran-linked supply chains are at high risk of being held or penalised at US ports. If you re-export goods through the UAE, speak to a customs broker before shipping to confirm your supply chain is fully compliant. Penalties range from fines to shipment seizure.

East Coast vs West Coast — which to choose?

If your US consignee is on the West Coast or Midwest, route via Los Angeles — it's faster and cheaper. If they're on the East Coast, the choice between routing via LA (then trucking across) or direct to New York depends on cargo volume and urgency. For LCL shipments under 10 CBM, direct to East Coast is usually better. For FCL, compare the all-in cost including inland trucking before deciding.

ISF Filing — The Most Important Compliance Step for Sea Shipments

The Importer Security Filing (ISF) — also called ISF 10+2 — is a mandatory requirement for all ocean cargo entering the United States. It is not required for air freight. Missing or late ISF filing is one of the most common and costly mistakes UAE exporters make when shipping to the USA.

ISF deadline is strict:

ISF must be filed electronically with US Customs and Border Protection (CBP) at least 24 hours before cargo is loaded onto the vessel at Jebel Ali. Not 24 hours before arrival in the USA — 24 hours before departure from the UAE. Missing this deadline can result in fines of $5,000–$10,000 per violation, cargo holds, and increased inspection rates on all future shipments.

ISF requires 10 data elements from the importer and 2 from the carrier. The 10 importer elements are:

ISF is filed by a licensed US customs broker on behalf of the US importer. As the UAE exporter, your responsibility is to provide the above information to your US buyer or their broker in time for them to file before the 24-hour deadline. US Customs: What UAE Exporters Need to Prepare

US customs clearance is handled by the US importer of record, not the UAE exporter. However, the documents you provide determine whether their clearance is smooth or delayed. Here's what you need to supply:

Misrepresenting origin to avoid tariffs is a serious violation of US trade law carrying heavy penalties. If you are unsure about your goods' origin status, speak to a licensed customs broker before shipping.
