The UAE–USA trade lane is one of the most commercially significant freight corridors from the Middle East. Dubai's position as a re-export hub means many shipments originating or transiting through the UAE move onward to the United States — and in 2026, the regulatory environment on this lane has become more complex than at any point in recent years.
This guide covers everything UAE exporters need to know: current air and sea freight rates, how ISF filing works for sea shipments, US customs requirements, the 2026 tariff situation, and the key differences between shipping to the East Coast versus the West Coast.
As of January 2026, the US announced 25% tariffs on countries maintaining significant trade with Iran. Because Iran is among the UAE's largest trading partners, UAE-based re-exporters face increased scrutiny. Goods with any Iran-origin components or transiting through Iran-linked supply chains are at high risk of being held or penalised at US ports. If you re-export goods through the UAE, speak to a customs broker before shipping to confirm your supply chain is fully compliant. Penalties range from fines to shipment seizure.
Key US Entry Points from the UAE
New York / East Coast
Air: JFK International
Sea: Port of New York & New Jersey
Primary gateway for high-value goods, fashion, pharmaceuticals, and electronics. East Coast ports add 7–10 days transit vs West Coast for sea shipments from the UAE.
Air: 14–16 hrs | Sea: 28–35 daysLos Angeles / West Coast
Air: LAX International
Sea: Port of Los Angeles / Long Beach
Fastest sea transit from UAE. LA/Long Beach is the largest container port complex in the USA and the preferred gateway for goods heading to the western states.
Air: 16–18 hrs | Sea: 22–28 daysHouston / Gulf Coast
Air: Houston George Bush IAH
Sea: Port of Houston
Key gateway for industrial goods, oil & gas equipment, and heavy machinery. Direct services from Jebel Ali available. Strong connectivity for UAE exporters in the energy and construction sectors.
Air: 15–17 hrs | Sea: 26–32 daysCurrent Freight Rates: UAE to USA (May 2026)
Air Freight — May 2026
Rates are elevated due to Middle East airspace disruptions reducing available capacity by an estimated 12–20%. Book 10–14 days in advance where possible. Express services available for urgent shipments.
Sea Freight — May 2026
West Coast (LA/Long Beach) rates are lower than East Coast (NY/NJ). 40ft container rates typically run $3,200–$5,500 depending on destination and carrier. LCL rates approximately $80–$120 per CBM.
| Route | Mode | Rate (May 2026) | Transit Time | Notes |
|---|---|---|---|---|
| DXB → New York JFK | Air | $7.00–$10.00/kg | 1–3 days (airport to airport) | Emirates SkyCargo, Etihad Cargo daily |
| DXB → Los Angeles LAX | Air | $6.50–$9.00/kg | 1–3 days (airport to airport) | Strong capacity via multiple carriers |
| DXB → Houston IAH | Air | $7.00–$10.00/kg | 2–4 days (airport to airport) | Often via connecting hub |
| Jebel Ali → Los Angeles | Sea FCL (20ft) | $1,800–$2,400 | 22–28 days | Fastest sea route from UAE to USA |
| Jebel Ali → New York/NJ | Sea FCL (20ft) | $2,400–$3,200 | 28–35 days | Via Suez Canal — allow extra days |
| Jebel Ali → Houston | Sea FCL (20ft) | $2,200–$3,000 | 26–32 days | Good option for industrial cargo |
| Jebel Ali → USA | Sea LCL | $80–$120/CBM | 30–42 days | Add 5–7 days consolidation/deconsolidation |
If your US consignee is on the West Coast or Midwest, route via Los Angeles — it's faster and cheaper. If they're on the East Coast, the choice between routing via LA (then trucking across) or direct to New York depends on cargo volume and urgency. For LCL shipments under 10 CBM, direct to East Coast is usually better. For FCL, compare the all-in cost including inland trucking before deciding.
ISF Filing — The Most Important Compliance Step for Sea Shipments
The Importer Security Filing (ISF) — also called ISF 10+2 — is a mandatory requirement for all ocean cargo entering the United States. It is not required for air freight. Missing or late ISF filing is one of the most common and costly mistakes UAE exporters make when shipping to the USA.
ISF must be filed electronically with US Customs and Border Protection (CBP) at least 24 hours before cargo is loaded onto the vessel at Jebel Ali. Not 24 hours before arrival in the USA — 24 hours before departure from the UAE. Missing this deadline can result in fines of $5,000–$10,000 per violation, cargo holds, and increased inspection rates on all future shipments.
ISF requires 10 data elements from the importer and 2 from the carrier. The 10 importer elements are:
ISF is filed by a licensed US customs broker on behalf of the US importer. As the UAE exporter, your responsibility is to provide the above information to your US buyer or their broker in time for them to file before the 24-hour deadline. UKF Services coordinates this process as part of our sea freight service to the USA.
US Customs: What UAE Exporters Need to Prepare
US customs clearance is handled by the US importer of record, not the UAE exporter. However, the documents you provide determine whether their clearance is smooth or delayed. Here's what you need to supply:
| Document | Requirements | Common Mistakes |
|---|---|---|
| Commercial Invoice | Itemised, with USD values, HS codes, country of origin, and full buyer/seller details | Missing HS codes or vague descriptions — "general merchandise" will flag immediately |
| Packing List | Must match invoice exactly — piece count, weight, dimensions | Discrepancies between invoice and packing list trigger holds |
| Certificate of Origin | UAE Chamber of Commerce stamp — confirms UAE origin for duty assessment | Missing or uncertified — US CBP requires official stamped document |
| Bill of Lading / Airway Bill | Consignee details must match US importer's CBP registration exactly | Name mismatches cause release delays — even minor differences |
| ISF Filing Confirmation | Sea freight only — confirm ISF filed before cargo loads at Jebel Ali | Not following up with US broker to confirm timely filing |
The 2026 US Tariff Situation for UAE Exporters
The tariff environment between the UAE and USA in 2026 is more complex than in previous years. Here's what you need to know:
| Situation | Impact on UAE Exporters |
|---|---|
| UAE-origin goods | Standard US import duties apply by HTS code — no blanket UAE-specific tariff |
| Iran-linked supply chains | 25% tariff risk for UAE companies with significant Iran trade — verify your supply chain |
| Re-exported goods (non-UAE origin) | Country of origin on the certificate matters — duties assessed on origin, not UAE transit point |
| UAE-USA CEPA | Negotiations ongoing as of 2026 — no preferential rates in force yet |
| Pharmaceuticals and semiconductors | Generally exempt from additional tariffs — essential supply chain protections apply |
If you import goods from China, India, or elsewhere and re-export through the UAE, the Certificate of Origin must reflect the true country of manufacture — not the UAE. Misrepresenting origin to avoid tariffs is a serious violation of US trade law carrying heavy penalties. If you are unsure about your goods' origin status, speak to a licensed customs broker before shipping.
Air vs Sea: Choosing the Right Mode for UAE–USA Shipments
| Factor | Choose Air | Choose Sea |
|---|---|---|
| Transit time | 2–5 days door to door | 30–45 days door to door |
| Cost | $6.50–$10.00/kg — premium for speed | Significantly lower per kg |
| ISF requirement | Not required | Mandatory — 24hrs before loading |
| Best for | High-value, time-sensitive, perishable | Bulk, heavy, non-urgent cargo |
| Weight threshold | Best under 500kg | Best over 500kg / 3 CBM |
| Customs complexity | Lower — no ISF, faster clearance | Higher — ISF, longer clearance window |
